Council of Ministers Approves Referral of Social Protection Draft Law to Council of Oman Muscat

— The Council of Ministers has approved the referral of the draft law on Social Protection to the Council of Oman to complete its legislative session. The step was undertaken within the context of the Council of Ministers’ keenness to finalize procedures linked to the restructuring of retirement and social protection systems. The Council of Ministers commended the new social protection system designed in line with the best international practices, standards and experiences based on transition from case-study programmes to a comprehensive system of coverage.
Main objectives of the Social Protection Law: – Achieving the design of an integrated system through monetary social benefit programs – Developing a comprehensive basic social protection programs that target different age groups and stages of the life in addition to providing a minimum level of social protection for the individual and society. – Developing the current social insurance programs based on contributions, enhancing their financial sustainability and expanding their coverage for various groups in the labor market based on contributions to cover the various risks that the insured may be exposed to, which covers the risks of low earnings due to advanced age, disability, work injuries and diseases, sick leave, etc. – Establishing a central administration and a unified community database to provide cash benefit and social insurance programs, making them easily accessible to target groups, with clear entitlement terms and unified provisions. – Ensure that the social protection system is able to absorb economic and social changes.
The social protection program was designed according to the principles guiding the state’s policy stipulated in the Basic State Law of the State,included in Oman’s Vision 2040, the development of retirement systems and social security programs in line with economic and social developments along with international practices for the implementation of social insurance programs and benefits of protection which includes the ability of Financial parties to contribute to the social protection system in order to achieve the optimal distribution of available financial resources.
The target groups of the Social Protection Law:
– The elderly: a monthly payment benefit for every Omani, targeting the elderly to cover the decline in the earning capacity of this age group. – Children: a monthly payment benefit for each child targeting the risks facing childhood. – Persons with Disabilities: A monthly payment benefit targeting persons with disabilities whose condition requires care and support, whether the disability is from birth or due to a late symptom. – Orphans and Widows: A monthly payment benefit targeting orphans and widows who are not covered by social insurance systems or who receive pension shares less than the entitlement specified in this benefit. – Families with low income: A monthly benefit based on social research. It is intended to support families with lower incomes and less earning opportunities. It is linked to the number of family members and their total income.
