His Majesty Sultan Haitham Arrives in Astana for a State Visit as Oman and Kazakhstan Open a New Chapter of Partnership
His Majesty Sultan Haitham bin Tarik arrived in the Republic of Kazakhstan on Monday evening for a two-day state visit. President Kassym-Jomart Tokayev led the reception at Nursultan Nazarbayev International Airport in Astana, wishing His Majesty and the accompanying delegation a pleasant and successful visit.
Kazakh Air Force jets escorted His Majesty’s aircraft as it entered Kazakh airspace, a gesture of welcome for the visit. On arrival, His Majesty shook hands with Kazakh officials and members of the Omani Embassy in Astana, the President greeted the accompanying delegation, and the two leaders reviewed a guard of honour. An official reception ceremony takes place today at the Independence Palace in the Kazakh capital.
A Delegation Built for Business
The composition of the delegation signals what Muscat hopes to achieve. His Majesty is accompanied by His Highness Sayyid Shihab bin Tarik Al Said, Deputy Prime Minister for Defence Affairs; Sayyid Khalid bin Hilal Al Busaidi, Minister of the Diwan of Royal Court; Lieutenant General Sultan bin Mohammed Al Nu’amani, Minister of the Royal Office; and Sayyid Badr bin Hamad Al Busaidi, Minister of Foreign Affairs.
Alongside them travel Sultan bin Salem Al Habsi, Minister of Finance; Dr. Hamad bin Said Al Aufi, Head of the Special Office; Abdulsalam bin Mohammed Al Murshidi, President of the Oman Investment Authority; the Minister of Commerce, Industry and Investment Promotion; and Dr. Saleh bin Salem Jaabub, Oman’s Ambassador to Kazakhstan. With the finance minister, the head of the sovereign wealth fund and the commerce minister all present, the visit is clearly structured around investment and trade as much as diplomacy.
What Is on the Table
The visit responds to an invitation from President Tokayev. According to official statements, it is intended to affirm the depth of relations between the two countries and to build new bridges of partnership and investment that serve mutual interests.
Earlier coverage in Oman Daily set out the economic logic. Kazakhstan is the world’s largest landlocked country and a major exporter of grain, metals and energy, but its trade depends on long overland routes. Oman offers deepwater ports at Sohar, Duqm and Salalah facing South Asia and East Africa. Linking the two through north-south transport corridors could give Kazakh wheat and commodities a shorter path to Indian Ocean markets, while giving Omani ports new cargo. Cooperation between the Oman Investment Authority and Kazakhstan’s sovereign fund Samruk-Kazyna in sectors such as minerals, logistics and energy was also flagged ahead of the visit.
Oman’s Widening Diplomatic Map
The trip fits a pattern in His Majesty’s foreign policy since 2020: a steady widening of Oman’s partnerships beyond its traditional Gulf, Western and South Asian circles, with economic diplomacy at the front. Central Asia, rich in resources and looking for routes to the sea, is a logical partner for a country whose strategy rests on logistics and its position on the Arabian Sea.
What emerges from the talks at the Independence Palace will determine how far that logic translates into agreements. The presence of the sovereign fund suggests Muscat is ready to put capital behind it. For Oman Vision 2040, which counts on logistics and investment returns to diversify national income, a dependable link to the Eurasian interior would add a new dimension to the Sultanate’s ports and free zones.
