New “Cultural Residence” Permit Announced in Oman

Oman launches Cultural Visa and Cultural Residence programmes to attract international artists, scholars and cultural experts for long-term stays.

A New Pathway for Cultural Talent

The Royal Oman Police (ROP) has amended the Foreigners’ Residence Law to introduce dedicated entry and residency routes for those contributing to Oman’s cultural sector. Key features include:

  • Cultural Visa: A new entry visa for foreigners invited by a recognised Omani institution for cultural purposes. The visa must be used within three months of issuance.
  • Cultural Residence: A residence permit available to individuals who enter Oman on the Cultural Visa, permitting them to live and work in the Sultanate.

Bringing Families Together

The regulations include family unification provisions. Spouses and first-degree relatives (parents and children) of the main cultural resident can apply for a Cultural Joining Visa and Cultural Joining Residence, sponsored by the primary applicant.

Long-Term Commitment with Flexible Options

Residency permits for both primary applicants and dependents are available for flexible terms of one, five, or ten years, reflecting Oman’s commitment to attracting long-term cultural talent.

Updated Fee Structure

The Ministry of Finance approved the fee schedule for these categories:

Category Fee (OMR per year)
Main Cultural Visa / Residence 50 OMR
Dependent Cultural Joining Visa / Residence 10 OMR

The reduced fee for family members emphasises the government’s focus on simplifying relocation for whole families and encouraging family unification.

This landmark decision signals Oman’s desire to diversify its social and cultural landscape by welcoming global creatives and intellectuals. The new visa and residence pathways are intended to strengthen cultural exchange, support national development goals, and position the Sultanate as a hub for international talent.
