Introduction

The Sultanate of Oman continues to prioritize transparency, public engagement, and economic development through the “Together We Progress” Forum. Under the patronage of His Highness Sayyid Theyazin bin Haitham Al Said, Minister of Culture, Sports, and Youth, the third edition of the forum was launched to enhance communication between the government and society. Organized by the General Secretariat of the Council of Ministers, the event serves as a platform for discussing national policies, economic strategies, and future development initiatives.

Key Themes and Discussions

The two-day forum includes multiple discussion and dialogue sessions focused on the economy and development. Key topics include:

  • Five-Year Plan and its strategic vision.
  • Economic diversification and investment opportunities.
  • Governorate development and its role in the national economy.
  • Future job market trends and professional growth.
  • Retirement system reform and its impact.
  • Culture, sports, and youth initiatives.

With over 19,000 citizens voting on key discussion themes, the economy and development sector emerged as the top priority, and the retirement system was the most requested discussion topic.

Government Insights and Announcements

Economic Growth and Investment

During the forum, His Excellency the Minister of Economy highlighted Oman’s remarkable economic growth, particularly in non-oil sectors. Additionally, foreign direct investment (FDI) grew by 16.2% last year, reflecting confidence in the country’s business environment.

Oil, Gas, and Renewable Energy

His Excellency the Minister of Energy and Minerals reaffirmed Oman’s commitment to maintaining oil and gas production capacity, with costs ranging from $9–10 per barrel for operation and $23–25 per barrel for production. Additionally, 32% of Oman’s electricity now comes from renewable energy sources.

Digital Economy and Infrastructure

His Excellency the Minister of Transport, Communications, and Information Technology stated that the digital economy contributes 2% to GDP, with a target of 10% by 2040.

Launch of the Unified e-Services Portal & “Tajawab” Platform

A major highlight of the forum was the launch of the unified electronic services portal, offering integrated services from 10 government institutions. His Highness the Minister of Culture, Sports, and Youth also introduced the national platform for suggestions, complaints, and reports (“Tajawab”), which collaborates with 55 government entities to enhance community participation and business communication.

Support for SMEs and Export Growth

Small and Medium Enterprises (SMEs) remain a vital part of Oman’s economy, contributing nearly 9 billion Omani riyals to GDP. With over 260,000 SMEs, 60,000 have received the Entrepreneurship Card, demonstrating strong governmental support for entrepreneurs.

The “Exports” initiative was also unveiled to facilitate Omani companies’ access to global markets, enhancing non-oil exports and strengthening trade partnerships.

Commitment to Future Development

The Oman Chamber of Commerce and Industry reinforced its commitment to promoting Omani businesses in regional and global economic forums. Additionally, the Tender Board introduced a local content certificate, prioritizing Omani businesses in government tenders and contracts.
