Inspector General of Police and Customs, Lt. Gen. Hassan bin Mohsin Al Shuraiqi, has issued
Decision No. 78/2026 amending certain provisions of the Executive Regulations of the Foreign Residency Law.
The amendments introduce a new “Property Owner Visa”, granted without a sponsor to foreigners
who own real estate in Oman, as well as legal representatives of companies that own property.
The move follows the new Real Estate Registry Law, which allows non-Omanis to register land and property
in their own names beyond integrated tourism complexes.
The regulations also introduce a Property Owner Residence Permit, available to foreigners
who own registered property or property undergoing registration procedures.
In addition, sponsorship rules have been expanded, allowing property owners in Oman, licensed foreign investors,
GCC nationals, and foreign employees working for government entities to act as sponsors.
The amendments also provide exemptions from age requirements for dependents of investors and property owners,
while residency permits linked to property ownership will automatically expire if ownership is transferred,
along with the permits of accompanying family members.
