In a decisive move to accelerate its transition toward a knowledge-driven economy, the Sultanate of Oman has unveiled the blueprint for a dedicated National Artificial Intelligence Zone adjacent to Muscat International Airport. Spanning 104,000 square meters, the multi-stage development represents a capital investment of OMR 106 million designed to anchor global technology firms, foster homegrown deep-tech ventures, and position AI as a primary engine of non-oil growth under Oman Vision 2040.
The strategic roadmap aims to lift the digital and AI sector’s contribution to national gross domestic product to 10% by 2040. Groundbreaking on initial civil works is scheduled for the fourth quarter of 2027, kickstarting a phased execution plan backed by institutional tech alliances and competitive regulatory incentives.
A Three-Phase Infrastructure Roadmap
Developed across three distinct construction and operational phases, the master plan integrates specialized research laboratories, Tier-III high-density computing datacenters, and dedicated spaces for applied robotics:
- Phase One (OMR 34 Million — Launching Q4 2027): Core civil infrastructure, high-throughput fiber networks, primary incubator hubs, and initial applied research pavilions.
- Phase Two (OMR 43 Million): High-performance computing clusters, advanced robotics testing corridors, and expanded corporate headquarters for multinational tech tenants.
- Phase Three (OMR 28 Million): Specialized academic campus, venture accelerator facilities, and lifestyle integration zones for resident researchers and software engineers.

Formal partnerships are underway with global technology leaders—including Microsoft, Google, and Huawei—to establish specialized talent academies within the campus. These programs will train Omani computer scientists, data engineers, and software architects in cutting-edge domains such as generative model training, autonomous systems, edge AI, and cloud optimization.
Complementing the industry academies, discussions are progressing to establish a specialized technological university on-site. The institution will offer applied postgraduate degrees and executive certifications aligned directly with industry demand, creating a seamless talent pipeline between academia and enterprise.
