Cabinet Meeting Chaired by His Majesty the Sultan

His Majesty Sultan Haitham bin Tariq, may God protect and preserve him,
presided over the Cabinet meeting at the Cabinet building in Muscat.

Economic Performance and Financial Indicators

His Majesty the Sultan expressed his satisfaction with the positive results
achieved amid continued growth in the national economy and the tangible
improvement in financial, economic, and social indicators during the past
period.

During his chairing of the Council of Ministers, His Majesty praised the
efforts exerted by all parties and the government policies aimed at enhancing
the state’s financial sustainability. These efforts have contributed to
creating an attractive investment environment that supports the stimulation
of various economic sectors.

Establishment of the Oman International Financial Center

The Cabinet approved the establishment of the Oman International Financial
Center, which will enjoy legislative, administrative, and regulatory
independence. The center will be built on a new financial, judicial, and
legislative system aligned with global standards.

Review of Government Performance

The Cabinet reviewed the most prominent successes achieved by government
entities during the year 2025, including the Central Bank of Oman, the Public
Establishment for Special Economic Zones and Free Zones, the Unit for
Follow-up of the Implementation of Oman Vision 2040, the Tax Authority, the
Oman Investment Authority, and the State Financial and Administrative Control
Apparatus.

The review also addressed the challenges faced by these entities, along with
their work plans and targets for the year 2026.

The Council commended the efforts of all government entities and emphasized
the importance of strengthening them to achieve the objectives of Oman
Vision 2040 and meet citizens’ aspirations.

Integration and Economic Development

The Council affirmed the importance of integration among state institutions
and strengthening partnerships with the private sector to achieve the
financial, economic, and social targets of the current Five-Year Development
Plan.

It also emphasized focusing on promising economic sectors that are expected
to generate employment opportunities and contribute to growth in gross
domestic product.

Employment and Training Initiatives

The Cabinet reviewed the implementation status of employment and training
initiatives for the year 2025, as well as the indicators and results
achieved.

It commended the efforts of the Financial and Economic Committee of the
Cabinet, the Ministry of Labor, and all contributing government entities, and
stressed the importance of continued cooperation with the private sector to
expand sustainable employment opportunities.

Societal Values and Behavioral Development

His Majesty directed the Council of Ministers to study and diagnose behavioral
changes in society and to develop clear and regulated policies and
operational mechanisms that promote societal values and positive behaviors.

This includes addressing the negative impacts of social media platforms and
modern communication technologies on societal behavior, particularly among
youth, such as the weakening of social relations, the decline in positive
role models, and reduced constructive communication between generations.

Government Digital Transformation

Within the framework of accelerating the National Program for Government
Digital Transformation, the Council affirmed the importance of continued
integration of efforts among government units.

The Council emphasized making the Unified Portal the central gateway for
government services and enhancing the use of artificial intelligence
technologies in its development.

Omani-Saudi Relations

The Cabinet expressed its satisfaction with the positive outcomes of the
third meeting of the Omani-Saudi Coordination Council held on 23 December
2025.

It affirmed Oman’s commitment to strengthening cooperation and strategic
partnership with the Kingdom of Saudi Arabia and highlighted the importance
of continued consultation on regional and international issues of mutual
interest.

International Agreements and Economic Cooperation

Within the context of high-level and official visits with brotherly and
friendly countries, the Council emphasized the importance of maximizing the
benefits of agreements, memoranda, and programs concluded by the Government
of Oman.

It called for transforming these into executable programs and investing in
promising opportunities and future projects.

Foreign Policy Principles

As part of reviewing bilateral relations and regional and international
developments, the Council discussed the principles of Omani foreign policy,
which are based on good neighborliness, positive neutrality, and
non-interference in the affairs of others.

It reaffirmed Oman’s commitment to building friendly and cooperative
relations that serve mutual interests.

International Law and Peace

The Council renewed its full support for international law, respect for state
sovereignty and independence, and its firm backing of the United Nations in
efforts to preserve international peace and security.

It urged all parties to exercise restraint, promote dialogue, prevent
escalation, and work toward reconciliation to ensure stability, security,
and the protection of civilians.
